I&JPN: Cross-Border Content Moderation Toolkit

In the absence of clear common guidelines and due process mechanisms, protecting human rights and freedom of expression when dealing with content abuses on the internet is a major transnational challenge. The Cross-Border Content Moderation Toolkit intends to support Service Providers, in the design of their content moderation activities and Notifiers in the detection and reporting of problematic or abusive content as well as Legislators and Policy-Makers in determining procedures for dealing with different types of content and abusive behaviour. This Toolkit compiles and provides context for the more recent outcomes produced and agreed by the current Internet & Jurisdiction Policy Network Contact Group, together with key elements from the Operational Approaches released in 2019.
