IBAHRI Report on the Use of Targeted Sanctions to Protect Journalists

The International Bar Association Human Rights Institute (IBAHRI) has been appointed as the Secretariat to the High Level Panel of Legal Experts on Media Freedom, an independent body that was convened at the request of the UK and Canadian governments. The High Level Panel comprises a diverse group of leading lawyers from around the world. The Chair is Lord Neuberger of Abbotsbury and the Deputy Chair is Amal Clooney, the UK’s Special Envoy on Media Freedom.

A report published by the High Level Panel of Legal Experts on Media Freedom recommends that governments, including signatories to the Global Pledge on Media Freedom, adopt targeted sanctions regimes to ensure that journalists, media professionals and others engaged in journalistic activities can carry out their work without harassment, intimidation, false imprisonment or violent attack.
