Matías is a lawyer from Montevideo, Uruguay. He graduated from the University of the Republic in 2012 where he also obtained a Postgraduate Diploma in Information Systems and IT Management. In 2020, he obtained his Master of Laws (LL.M.) in Intellectual Property with the Highest Honors from The George Washington University thanks to a Fulbright Scholarship.

Currently, Matías works as a legal consultant for national and international organizations in digital rights, telecommunications regulation, and governance. He is a Computer Law lecturer at the University of the Republic and has experience working as a technology policy analyst for the government and NGOs.
