Catalina Botero Marino
Catalina Botero Marino is a lawyer from Los Andes University, Director of the UNESCO Chair on Freedom of Expression at Los Andes University, and an expert member of Columbia University’s Columbia Global Freedom of Expression. She is a member of the External Transparency Panel of the Inter-American Development Bank and of the External Review Panel on Access to Information of BidInvest. She serves as a Commissioner at the International Commission of Jurists and is a member of the Advisory Board of the International Bar Association’s Human Rights Institute (IBAHRI). She is an adjunct professor at the Academy on Human Rights and Humanitarian Law at American University, a visiting professor at the Max Planck Institute for Comparative Public Law and International Law, and an arbitrator for the Bogotá Chamber of Commerce.
She previously served as Special Rapporteur for Freedom of Expression of the Inter-American Commission on Human Rights (IACHR)/OAS, Dean of the Law School at Los Andes University, and auxiliary, acting, and ad-hoc judge at the Colombian Constitutional Court. She has also served as an ad-hoc judge at the Colombian Council of State and was Co-Chair of Meta’s Oversight Board. Catalina is a founding member of Dejusticia and has served on the boards of global organizations such as ARTICLE 19 and the Center for Reproductive Rights. She was also the founder and Co-Chair of the Colombian chapter of ICON-S.
She has led global academic collections on freedom of expression and serves on the editorial boards of specialized journals such as the Anuario Iberoamericano de Justicia Constitucional published by the Center for Political and Constitutional Studies of Spain.
Catalina has received several awards for her work in defense of freedom of expression. She has published widely on constitutional law, human rights, and freedom of expression in various languages and has been an invited speaker in over 30 countries.
