This policy paper titled “Ensuring Independent Regulation for Online/Citizen Media”, authored by Djordje Krivokapic, Bojan Perkov and Nevena Krivokapic (Share Foundation, Serbia) was presented at a conference on the future of audiovisual media services in Europe, which was organized by the LSE Media Policy Project and the Centre for European Policy Studies in February 2015. The paper presents ideas on the possible regulatory approach which can contribute to the independent regulation of online and citizen media in a way that freedom of expression is preserved. The authors considered two issues: should the registration of digital media platforms (e.g. blogs, independent news portals) be a “threshold” for gaining the status of traditional media outlets, with both their rights and responsibilities, and the definitions from the European regulatory framework, i.e. the Audiovisual Media Services Directive, be applied.
